Although it would mount to the M1 Garand rifle, it was typically issued as a field knife, without regard to whether the soldier was armed with the M1 rifle. THX SKIP, Mine is solid inside and welded no retaing bar. It does not appear to have any provision for one. The significance of this mark is undocumented, however, it is most likely related to hardness testing.
